Many lost their lives, and although these tragedies happened to thousands of non-Indians as well, the Indians became subjected to differing and unjust treatment for the benefits and other rights that accrued to non-Indian men and women. They were an identifiable racial minority, subjected to the whims and idiosyncrasies of bureaucrats and government officials primarily because of their status among us as wards of the state.
